In order to allow Appian customers in the cloud access to computer resources on a private network from an Appian instance, an IPSec VPN connection can be configured. Please refer to the following topic in our docs for more information:

This will allow you to read / write data to and from a relational database hosted locally (through Appian, not through phpMyAdmin).
Moreover, you can have that external database configured as a pre-defined data source to make it easier for application developers to connect to it as they build their process applications. Additional information can be found here:
