Is there any way to create a record in DB whenever a user opens a site but does not perform any action on the site?

Well can you elaborate the use case, I think you can pull that information from some audit log files and the HC file.
Please just specify how you want it?

Just to elaborate more on this...there is a plug-in available - the Appian Log Reader - to allow you to get access to the Appian logs from within Appian itself. So you find the relevant log and design a solution to access that log using Appian to provision the data you're looking for.
