Here is some documentation on Tempo and sites.
Tempo - https://docs.appian.com/suite/help/19.1/images/appian_quick_reference_guide.pdf
Sites - https://docs.appian.com/suite/help/19.1/Sites.html
At the most basic level:
Tempo is a standardised End-User framework, such that all applications fit within that same framework and expose end-user capabilities through the 5 tabs: News, Tasks, Records, Reports and Actions. Even if your application doesn't use, say, the News tab it will still be visible and you cannot hide it.
Tempo is also considered to be suitable for "Knowledge Worker" roles as people can collaborate through record-oriented and ad hoc Tasks and Newsfeed entries.
Sites can be considered to be Role-specific frameworks that are specific to the Application in question. Sites are considered to be suitable for "Task Workers" as, currently, you cannot expose the Newsfeed in a Site and therefore cannot utilise the ad hoc Tasks and Newsfeed entires for collaboration purposes.

The URLs are not working. I want to know more about Tempo.
Tempo is legacy and not used in modern applications.
