Service Account user information not visible for non-designers

USER 1 who is in the Designers group can see all user information

USER 2 who is not part of the Designers group is not able to see all user information. (Firstname, Email, Created)

1) Is there a way to filter out user accounts associated with API Keys (service accounts) from "normal" user accounts?

2) Is there a specific reason why the visibility is set up like this? We have a scenario where HR managers need to see the basic info of all users in the system.
