How to convert document in to Base64 in Appian 18.1 to send this base64 string to other system via their REST API 
 Please note we have 18.1, We want to upload document via Appian, Currently we able to upload it & store document in KC. But unable to convert to Base64 to send to other REST API.

Have you checked into this Base64 utility plug-in ? 
 It appears that you would be able to use this to take an Appian document and convert it to Base64 - i'm unclear whether it will only work on DB write, but even if so, you could simply query that value from your database again and send it to your external system, within your process.
