Password reset is not working in 18.4 (on-premise) , getting the below error in App server logs. Please help with a solution.

Already checked this KB and no luck with that step.

Is this happening only with Password reset emails or with all emails(emails sent via Send Email Smart Service)?
The most likely reason is the one pointed in the KB. Can you also try resetting the app-server cache once and test again:
