Is there a way to automate creation of API users in higher environments?
Currently, an API user and API key has to be created on every environment manually by a System Administrator. Is there a way to automate this so that we can reduce the usage of a System Administrator account on Production environments?

There is no way to programmatically generate or deploy an API key. Therefore, you are correct -- a service account and API key has to be created on each environment manually by a system administrator.
