When I run this ER it runs successfully, I don't know why this happens

You need to include the above ER in your build (package) and then deploy that again.

There is an artifact that you are trying to deploy that uses that particular expression rule. The missing precedent needs to be present in your target environment in order for your application to work as expected. Check the link below for a more detailed explanation
