I removed a member group from a group in dev, and deployed that change to QA. However, that change is not reflected in the QA environment. Do I really need to control which groups are members of other groups in each environment separately? I have many many groups in my application, and keeping them all aligned across environments seems like a management nightmare.

Gotcha. I just tried too and I'm able to reproduce this behavior. Note that I'm not sure "group membership removal" is one of the things that's intended by Appian to be included when a Group is deployed between environments, even though "group membership addition" is.
Thanks for trying to replicate. I am going to create a support case and see if I can clarify.
According to Appian this is expected behavior. Hopefully this changes in the future.
