Is this a three level nested CDT? If yes, I highly recommend to change that.

no, there is only two level
two level CDT with one to many relations, and it is not used for DB transactions it is used for input to APIs.

Does the type ADMIN_DF_PI_resource deploy successfully?
no, If I deploy the application with both CDTs it is not deployed. If I remove parent CDT and deploy then the child CDT (ADMIN_DF_PI_resource) is deployed. Below is error: The datatype [{urn:com:appian:types: ADMIN}ADMIN_DF_PI_resource] could not be transported. Cause: The data type [{urn:com:appian:types: ADMIN}ADMIN_DF_PI_resource] could not be imported because another data type failed to import. In order to ensure consistency, unless all data types inside and outside the package successfully import, no data types are created or updated. (APNX-1-4071-019) (APNX-1-4071-000)so due to this Nested CDT is failed to import, remaining all CDTs also not imported successfully.
OK, what happens if you deploy only that data type alone?
The idea is to isolate the problem.
Does ADMIN_DF_PI_resource reference any other CDT?
For testing, I have removed that nested CDT relationship and imported the entire application successfully, then re-configured nested CDTs relationship and tried to import where ADMIN_DF_PI_resource already exists, still the same issue.Does ADMIN_DF_PI_resource reference any other CDT?No, it is used in only one CDT and the parent also has only one child. So you say that "ADMIN_DF_PI_resource" when isolated deploys successfully? What I mean with this is, can you deploy JUST THIS one object to the other environment?
If that works, add "ADMIN_DF_PI_createConfig" only to that package and try that.
Did you check the import log for any additional information?
Can you post the XSD files?
Analyzing the XSDs would also have been my last resort.
