I have to upload data(rows) from excel sheet to Db and maximum number to rows in excel sheet can be 100 rows . What is the best approach to get this?

You can use Import Excel to Database smart service to import data into a temporary staging table first and then use that data to save into associated tables (This will give an option to manipulate or update any data ex: Date Values before saving to actual tables)
saving 100 rows all at once in db is fine , it will not affect performance ?
No ,it wont impact. I have inserted much more without any performance issues. If you are going to insert heavy data then you would need to design your flow considering performance aspects.
