I have a use case where I am displaying user entered data in a help tooltip. The users would like the tooltip text to reflect returns and extra spaces that were entered. Is there any way to do this? Creative options welcome!

Not sure what the issue is.if you entered spaces into a string, it should be reflected if you call that string as text output somewhere else.Am I wrong on this?
I am talking specifically about outputting the text in a helptooltip for a textfield, or in hover over text for a rich text icon. In both these cases, Appian appears to strip all extra spaces or returns.

This is expected behavior as of now. I agree with you in general - I've long wanted an option to display some more advanced formatting inside tooltip / mouseover data, and i believe Appian is aware that this is a dev wishlist item, but I'm guessing it's pretty low on their backlog. If you have a strong product use case for it though, I'd encourage you to open a support case directly with Appian support and get it logged with them.
Thanks Mike and Richard. I need to display the tooltip next to a read only field in a gridlayout. Currently doing it with hover over text for a rich text icon. Mike have you ever found a creative way to accomplish this? Or display what would normally be hover over text in another useful way?
In a grid? If you're talking about something on the column header, I'm afraid there aren't many options. How about in the row/cell of a grid? Both types of grid (when we're talking about read-only data) can use Rich Text Display Fields, remember. That would give you various options, if we're talking about showing information that's relevant to particular row(s). But other than that, I'm unclear what you're trying to accomplish overall, so my current suggestions are pretty limited.

I initially used this approach because there could be quite a bit of text, and I didn't want it to take up much room in each row. However, users are wanting to display returns as it makes lists more readable (see screenshot) so I am looking for other options.

"Lists more readable". A numbered list is not very readable without returns.
Each row could start out showing a single / simple line of text, and allow users to expand that row by clicking on a link / icon. Once clicked, you could expand the display within just that row cell to show an actual Rich Text Bulleted List with the items in question (instead of trying to stuff all that info into a tooltip).
