I was able to trace this issue down to the interface object. The new error from the design view when I click the EDIT link is:

Without full digesting your use case, you must ensure the values in the dropdown are unique, but there are duplicates in your list. Often this is done with the union() function such as:
a!localVariables( local!values: {1,2,3,4,4,5,5,6,7,8,8,9}, union(local!values,local!values) )
