The paragraph field displays characters over 4000 while read only in my interface. But when I click the record and navigate to the summary view on the site it gets cut off at 4000 characters. There is no scrollable bar neither does the browser scroll bar change to fit more text. All text data is being passed in just not displaying properly in summary view, trying to figure how to have the paragraph field display all text.

There is a limit of 4000 characters for synced data per column. https://docs.appian.com/suite/help/22.2/records-data-sync.html#exceeding-the-field-character-limit
As an alternate, query the data from DB for the specific column from DB instead of synced record.

In the sumarry interface you can send out the primary key id from the record view and use that id to fetch the data from the Database by using QueryEntity and use the newly created local variable to show the value into the respective field.
Did you try printing it in a richTextDisplayField() to ensure that all the data is being retrieved from the source? I would recommend doing that and if it is a blocker then you can use the richText field as an alternative to show the data because you mentioned that it is a summary interface so I am assuming that it is a read-only field.
