I am trying to filter for duplicate record and only return 1 row/record for the image below:

If the data is in a view, the best way to solve this is in the view -- since you only want unique records. There are many ways to get only unique records returned, but that will depend on your view construct and the data. You can try DISTINCT, Group BY, MIN/MAV, etc.Hope this gets you started on what to maybe look up for the DB you are using and try some things out.
You can use union function to get the unique data into Appian.
You can union the dataset from itself to eliminate any redundant records and then use the result in the grid. That way, you should be able to display only unique records from the entire data subset retrieved. - docs.appian.com/.../fnc_set_union.html
looking into more details on the view, I verified that the records returned were not exactly unique. I added additional column to the view which allowed be to filter the records by the new column.
