how to handle corner cases related to pdt and Gmt time zone in Appian and database respectively so as to have the record on the same date as appian.( The time difference is of 7 hrs between pdt and gmt )

Can you clarify what you mean by this? The DB stores all timestamps in the correct GMT (actually UTC) value for the local time they were entered in. That ensures that when Appian reads date info back from the DB and converts it back to the local time of the viewer, it'll pretty much always be correct.
What issue are you currently having with this?
