Which performance log should we check to get the mean evaluation time of the rule?

More accurately "expression_summary.csv" is the main file where you will get the mean evaluation time of the rule. This file will be visible in this directory - "APPIAN_HOME/logs/perflogs".

expressions_details.csv has Mean Total Time but expressions_summary.csv also has Mean Rule Time, so what should be the correct answer?

Only "expressions_details.csv" contains the name of the expression. So I would go with this.
If you want to know the mean evaluation time of a particular rule or a function then go for the "expressions_details.csv" and if you want to know the summary of the whole environment as per the date only then you can go with the "expressions_summary.csv". Just download both the CSV files from "APPIAN_HOME/logs/perflogs" directory, you will be clear with the doubts.
