I want to generate an XML file where each columns are created with different rules defined from multiple tables. How to achieve this?

What did you try so far? You can turn Appian dictionaries into XML using the toXml() function.
I meant the various XML tags as columns. each db column has some rules defined for its value. How do I specify it in the XML?

I still do not understand. Do you want to specify these rules, or create XML from some available data according to these rules. Please explain in detail.
A couple of things you can do:
1. Simply generate the xml manually instead of using toxml by just concatenating strings.
2. Cast the CDT to a Map, format the date by updating the attribute in question with the text() function to force the proper format and then run toxml on the Map.
