while importing a package I am getting 'could not be finalized: insufficient permission (APNX-01-4071-009)' for process models.

Do you also have the process model creator access (which is different that the usual designer access)?

yes I have. I am not getting when we did the same with system admin. problem could be with some privilege only but not able to find it out.

Is this a new PM or you are trying to deploy a new version of an existing PM?

Are you in the group that has admin access to the process model? There are 2 securities that we need to take care of. 

1. You should be a part of the process model creators group
2. Should be in the admin group of the security on the Process Model on target environment

One thing i suspect , we have two groups one 'admin' and another one 'all users' and my user id is present in both of the groups.In the PM security section 'admin' is given admin rights and after that in the second line 'all users' is given view  access. Is the second line means 'all user' is overriding the admin access given in the very first line. Is it possible ?

Nope. That is not true. Your higher privileges will override the lower so that should not be a probblem. 

Can you provide more details on the security on that admin group?
