Hi, me and my friend have an Appian Community Edition site where we both can access the Administration console, Appian Designer, etc.
I wanted to work with my friend on the application that is being built in his Appian Site currently. How do we both get access to the application and collaborate on it together? The goal is for both to work on the same application so as to make changes to it simultaneously from two different devices (Two different Appian accounts in this instance).

Do I add my friend in the security groups? He is unable to see my project. Does the application need to be deployed in order for it to be visible to him?
You have to add him to a group that has the required permissions on objects in your application.
If his account can access the administration console that would imply that his account is a System Administrator type account (which is fine as long as you trust him with this level of access) - but in this case, he would see your project regardless of security group membership. If his account is a Basic User, though, then the answer is "definitely yes" to the question of needing him in the application's group(s).
I'm not sure what you mean by "deployed" - there is no such condition (in a single-environment setup like a CE site) which would have any effect on whether someone can see an application - the only thing affecting that would be whether he has at least "viewer" access to it.
