When we tried to promote code from one server (server A) to another (server B), we got below error

content _a-0000d977-3dd0-8000-927a-010000010000_1360 "TRUST_AO_SWEEP_CLIENT_USE_NO_BOW": An error occurred while creating content [uuid=_a-0000d977-3dd0-8000-927a-010000010000_1360]: Name is insufficiently unique (APNX-1-4071-007)

This artifact is a Text constant. Both servers have the same application and server A has some minor updates only. Though almost every artifact in server A is already in server B, why this artifact alone shows up as error? Any idea?...

Is it possible someone manually created the same constant (name provided in error message) in server A and B? I have seen this when the same object name exists but UUIDs are different.
