Appian doesn't allow me to add required permission levels to the groups instead it directly assigns the administrator level access to the groups. Why? Is there any way or process to do that.

Technically, you do not need any other level of permissions on the group as the rest is controlled via the Visibility & Membership of a group which you can find in group properties.
So based on those group properties only we can be able to control the access right. Like whether this group can be visible to all or not or only for the group members.
Based on the membership if we choose to "Anyone can join" then any user able to enter in that group or if we choose to "Closed (admins select all members)" means with the approval of admin only user can be able to enter into that particular group.

Can you share more details about what you mean with "required permission levels" and "directly assigns the administrator level"?
Is this about using groups to control permissions on the level of design objects and data?
