Which environment are you using , is it community edition or other environment?
In community edition instance tomcat files are not accessible. if it is other instance check the privileges you have to access or contact Appian support.
Well, I disagree. The logs files are equally accessible on your community edition too.

Yes log files are accessible in community edition but I'm talking specific to 'tomcat' log files in system logs.

Sarathkumar R I think what you are really looking for is the tomcat-stdout file. Try searching for this and you should find your details in this.

IN that folder Tomcat stores logs about the internal state of the server, like for example, garbagge collector and similar information
Did you ever resolve this? I used to have access to the tomcat folder, but now I am also getting 403 forbidden. We are hosted on Appian cloud.
