I was tasked to create users with strictly monitoring permissions only for debugging purposes, can this be achieved and if so how?

If you are looking for a way to not let the user make any changes, then simply add them in the Viewer group of the application and objects.
Do you mean that the user would only access to the logs? or admin console for monitoring?
If you want user to monitor apps, addi it as viewer in the application group as Harshit Bumb (Appyzie) said

Is the user able to see the app and get into it?
They can see the website, but not the monitoring view
I tried this but the only thing the user can see is the website, trying to access monitoring view leads to error 403
To see the monitoring view, I would think they need to also be part of the Designer group in addition to being a part of the users (viewer group) for the app itself.
