convert txt file to PDF

The answer is because the linked component is not a plug-in, but rather some sort of (local system) java utility that can do the conversion automatically on a local computer if needed (the instructions file did not exactly detail how you do this).

As far as your use case, I'd suggest maybe trying HTML to PDF, and see if you can first convert your TXT files into HTML (and inject html tags to do things like preserve linebreaks and stuff).  Just guessing.
