Follow Below Steps :-Interface: Design an interface where users can choose an approver.Capture Selection: Store the selected approver in a variable(User Type).Process Model: Create a process model to handle the email sending logic using Send E-Mail Smart Service (Use toemailaddress() in emailTo).Trigger: Set up an event or action to trigger the process(mostly on form submit in your case).Let me know if that works for you.
