Is there any log file or DB table where I can find last updated date/time & updated attribute for any user in appian ?...

This information is currently not logged.

If the main concern is Administrators updating user profiles then you better offer that feature through a process model so you can track who is making changes and what those changes are.

If this is LDAP related then LDAP Sync Plug-in can return the list of updated users.
