Is there a way to specify the language of the user so that the user creation e-mail is in the correct language when sent to the user? If not, is there a way to modify the template to make it bilingual in Appian Cloud?...

Send Email is not configurable based on language, however you could try the methods described in this forum post for your user creation process -
