I have a situation where I am restricted not to use "local variables".
So I am thinking of using "rule inputs" i.e "ri!" as an alternative.
Is it good practice or bad ?
Any suggestion from you guys?...

It is always a best practice to create individual rules for each modules with ri! As rule inputs and not directly referring local! in your rules.
Although it will take the required value when used local! in your rule definition, but ideally you should be taking it as rule inputs. This would make your rule a bit more generic and will help for debugging purposes.
