Getting following error when I am clicking link to download 7.8.

I tried that url, I got same error "{"message":"User Does Not Have Rights to Perform this Operation","title":"An Error Has Occurred","error":"APNX-1-0000-000"}". Can you check my permission to make sure I can download it.
