We have a deactivated user
A database table has a row which still references this user
We have a process which uses the database table to assign a tasks to users
What we are finding is, that even though the user is deactivated, they can still have tasks assigned to them,
and associated properties e.g. an email address, is still readily available.
Is this the expected behaviour?

The behavior you've described is normal.
It's documented here:

If you do not plan to update your reference table to reflect the current state of your user base, depending on the volume of tasks impacted by this situation, you might want to consider using the Reassign Task Smart Service included in the Task Smart Services Plug-in to develop a routine process to reassign these tasks to active users.
