I'm new to Appian 7.9.
i'm wondering whether we can use Web API to add Appian users and modify their groups.

No. Appian 7.9 web Apis are read only. You can use web Apis to retrieve information from Appian and fire business rules

Appian has a separate SOAP API for initiating processes via SOAP web services
