I don't see an option to create community in new application designer. Are we expected to use old designer to create it?

As a reminder, as of 7.9, Knowledge Centers no longer need to be in a Community, so unless you are trying to be consistent with an application built prior to 7.9, the Community is allowed, but not necessary.
