try replacing "ri!GLOB_Property.PropertyCounselSHUsrName" with "index(ri!GLOB_Property, "PropertyCounselSHUsrName", {})"

I've seen this happen when you pass an element using the dot notation to the isnull() function, and the child element isn't a valid property of the main CDT. I would check that 'PropertyCounselSHUsrName' is indeed a valid element for ri!GLOB_Property.

accessing a field that does not exist using index() will return the default value of the index function. If you set the default value to be null, then your rule will not break.
