Is it because the working hours are different in those time zones? If not then the time zone is not relevant because if the user has set its time zone preference the 9AM to 5PM working hours will be actually 9 to 5 for that particular time zone.

If the problem is holidays, unless someone else can suggest something different, I think this can be handled taking advantage of the fact that some Date and Time functions take a calendar as an argument (see forum.appian.com/.../Date_and_Time_Functions.html) and that the are functions to get the user timezone (see forum.appian.com/.../Appian_Functions.html)
