1. Please do have a look at 'Notification Types and Default Values' section at https://forum.appian.com/suite/help/7.9/Configuring_Notifications.html. Consider this solution if you haven't gone through the documentation yet.
2. I guess it would be worth disabling the notifications by following the link specified as above, as the setting 'conf.notifications.MAX_RECIPIENTS' is not exactly intended to stop all default notifications but it is to control the maximum number of recipients in one go.
