Has anyone tried to access form in offline mode on local installation? When

Has anyone tried to access form in offline mode on local installation?
When access: 192.xxx.xxx.xxx:8080/.../tempo, going to 'Actions' menu, its pop up : "Cannot complete activity: This activity cannot be completed while offline. Please try again when an internet or server connected is regained". I can make sure this process can be accessed in cloud environment while offline. Anyone know what I missed?
Info:
- Access using iOS device
- Interface form is set available in offline mode
- All component are availble in offline mode (text field)
- Not using any rules
