There used to be a smart service to "Change Password". Has that been deprecated? Is there a way to change password programmatically?

Yes, the "Change Password" smart service has been deprecated for a while now. Passwords should be changed using the "Reset Password" link on the People tab. I don't believe there is a way to do this in process.
