I have configured "User Start Pages" as "mywebsite.com/suite/temp

I have configured "User Start Pages" as "mywebsite.com/suite/tempo/actions/view/all" for a group say Group1. Then I have created a user and added the user to Group1.
When user is logging in for the first time, user is forced to change the password as expected. After force change password, user is redirected to "Tempo news" page instead of "Tempo actions" page. From second time, user is redirected to "Tempo actions" page. Is this expected behavior or an issue? Because we don't want the first time user to navigate to News page, instead we want him to see the actions available.
