Is it possible to customize the order in which actions appear on the actions tab, or do they have to be displayed in alphabetical order?

They are alphabetical.

By default they are arranged in alphabetical order, you can customize them by writing 01, 02, 03. before the action name

no ootb option available, add numerals as namrata has suggested can work
