There are many ways to use web services in relation to Appian. It may help to take a look at the documentation: forum.appian.com/.../Search_Results.php and read through some of the articles there.

1) Publish a process model as web service, forum.appian.com/.../Publishing_Process_Models_as_Web_Services.html

2) One of the ways to use consume SOAP web service is using "Call Web Serivce" smart service: forum.appian.com/.../Call_Web_Service_Smart_Service.html

Additionally, there are many ways to publish Appian data as web services and multiple ways to consume web serivces in Appian. Playbook has more info as suggested by others.
