Document Management : When ever a document being uploaded by basic user from UI

Document Management : When ever a document being uploaded by basic user from UI task, it's being stored in the desired folder location but file it's being uploaded with pending approval changes & as a result not being able to retrieve the document in other UI forms.
KC security rules was being set with no checkbox selected to have Administrator approval required for KC changes and basic user have author access too.
Is there any setting which makes the document requires an Administrator approval ?

It might be that these documents are stored in location A which is a private folder and then your process is moving the documents to location B which does NOT require approval. In this case the document might be carrying the security over from its original parent.
To fix, use the "Content Security Utilities" plug-in

and its smart service Remove Approval Required. See excerpt below:
UPDATED 06.25.2012: Added a new smart service called "Remove Approval Required" under "Document Management" which allows you to remove this flag from a list of folders. This is useful when you notice that even after un-checking the "Require administrator approval for all Knowledge Center changes" option in the KC Security Rules, the folder still requires approvals for changes. This can happen with folders created with the API or if the security of the folder is incorrectly modified with the API.

Thanks Eduardo.. the issue got resolved after checking and unchecking the KC rule - Administrator approval for KC changes.
