Is there an easy way to get a list of all Active and Deactivated users in an environment?...

For Admin:
In designer view, under people tab you can find the list of active and deactivated users.
For End Users:
A process might have to be built to make the data available to the user on the apps view.

Jen, didn't get to make this work OOB, we had to install the 'User Search Expression' plugin (do a search on this and you'll find it). Once installed, you can use the getdeactivatedusersby rule to pass all deactivated users into a variable.
