In Appian portal dashboard, I am using this function =linktofolder(pv!pParentFolder,"Folder",true) to point to a folder in KC, it works good for me has I have designer access but it doesn't work when someone who doesn't have designer access (uses SSO)- Error (403-Forbidden)
Only way to make this work was to give it has a message component in Appian portal and use the following function =linktofolderinternal( if( pv!folderId = 0, 302376, pv!folderId), "Workflow Folders (Appian Internal)") , But I need this link to open in a new window, is there a work around for this to make it open in a new window?

Have you tried using the web link rich text instead of the internal link component? This one has the option. You might have to extract the URL from the result of the linktofolderinternal() expression to use this component but I believe it satisfies the new window requirement.
