Can't Create Quick App With Basic User

#Appian 16.2 new features
Hi all,
I am unable to create the Quick App with the basic user but with the system administrator I created successfully.Has anyone created successfully with basic user.Please give suggestions it is showing the pop-up like this...

To be more specific, it's not 16.2, we are running on Appian 16.2 Hotfix Package A. As said already, the problem lies only with basic user.

As per my understanding this issue isn't same as AN-69713, as the content of the logs is varying. Attached the logs, assuming it would aid the practitioners or Appian Core Team to come up with pointers.

@paul.mayeur - Yes, the user is a member of Quick App Creators Group.
