Or you can think of building an utility using either using Apache POI ior iText to achieve the desired the result. Let's see what other practitioners says.

It is one of the caveats of the open source based plugins (because of the underlying libraries they rely on). Commercial libraries offer better fidelity for .docx to pdf conversion. If you are on-premise, you could create a plugin based on one of these libraries. If you are on the cloud I would suggest you use an web service API such as www.aspose.com/.../cloud since it is against policy to create plugins based on commercial libraries (see forum.appian.com/.../Shared_Components.html)
