Where can I find the makerange() function?

I noticed a lot of forum post responses mention the use of makerange() function.

I'm on 7.10 and 16.2 but I do not see this function.

Where can I get a hold of this function?

@briank As far as I remember my last usage of makerange(), it isn't an OOTB and belongs to a Shared Component(this Shared Component might have) and is somewhat close to enumerate() in terms of functionality. May I please know the purpose you are looking for makerange() so that we can try to accomplish by using the existing OOTB functions or Shared Components?
