No Data on Rule Performance

Why there is no data in Rule Performance of Admin page? It is a dev environment and supposed to have a bunch of data. Need any configuration?

It does take some time to aggregate the metrics for past 30 days.
It contains performance data for expression rules, interfaces, and query rules.
