Could you please let me know , who has the access to the application specific apian cloud database apart from the individual application development system admin team members.

You must be a member of the "Database Administrators" group ("Designers" are already included in this group). However, it's important to note that this group grants you access to the entire database, not just the tables/views associated with a specific application.
