getdatasubsetdownloadlinkfromrule not working for a specific user

I have a report, where we are using export functionality using fn!getdatasubsetdownloadlinkfromrule, it is working for other basic users and sys administrators, but for once specific user it is not working, and giving below error:

Expression evaluation error in rule 'report' (called by rule 'masterreport') at function a!safeLink [line 25]: is not a permitted URI under the configured security rules and cannot be cast to safeUri.

I tried making that user as a system administrator, but still it is not working.
Not sure what is missing for a specific user.
